About the Book

The author Ghulam Ahmad Qureshi hails from the village Batpora Magam, Tehsil Handwara District of Kupwara(Kashmir) is the Former Director General Directorate of Economics & Statistics, Planning and Development Department, Government of Jammu and Kashmir. I was the first Gold Medalist in the subject of Economics and was the best awardees’ among the Best Alumni’s of the University of Kashmir. The author has started his servicing career as an Assistant Director Planning and Statistics in 1978 after qualifying J&K Statistical cum Evaluation Gazetted Service Examination through J&K Public Service Commission. Later he also qualified J&K Combined Competitive Services examination in 1984 and was appointed as District Social Welfare Officer but he preferred to serve in the parent organization of Economics and Statistics of Planning & Development Department of J&K State. I have thirty three years of active service in the Gazatted cadre of Planning and Statistical System of the State with specialization in Development Planning, Decentralized Planning, Economic analysis, Census/Statistics/Surveys, Monitoring and Evaluation, Project Appraisal, Poverty Alleviation and Rural Development. I was the author of the first Economic Survey (2006-07) J&K State presented for the first time in the state legislature and appreciated by both the State and Central Governments, maiden BPL Survey (2007-08) of J&K State appreciated by the Planning Commission, Socio-Economic Profile of J&K State (2008-09. In my capacity as Director, Project Appraisal and Monitoring in the Planning and Development Department, I have functioned as the Secretary of the State Level Steering Committee headed by the Chief Secretary of J&K State for overseeing and monitoring of the Prime Minister Vaj Payee's Special Employment Package during 2003-05. The author has also contributed and coordinated the formulation of Sheri-Kashmir Employment and Welfare Program for Youth (SKEWPY) in 2009
