In 1985, he was appointed as Minister in the Ministry of Law and Justice and served in that capacity till 1989. He was inducted as member of the Union Council of Ministers in 1991 and was allotted Independent charge of the Ministry of Planning and Programme Implementation. He was shifted to the Ministry of Law, Justice and Company Affairs in 1992 directly under Prime Minister P. V. Narasimha Rao and served till 1996.
