The success of every organisation largely depends on the satisfaction of the employees. In order to enhance satisfaction and to reduce the attrition level of employees, there are stringent rules and regulations enforced in organized market. Whereas in unorganized market, there is an inadequacy of such rules and regulations. In order to make a satisfied working environment, some regulations are enforced by the Government at central and state levels. In the State of Kerala, among the unorganized sector, hotel and textile industries are pre-dominant both in terms of employment potentiality and contribution to the exchequer. These two sectors are located mostly in urban areas. Shops and Commercial Establishment Act is one of such significant legal steps enforced in Kerala for making a hassle-free working environment in the sector. The Act envisages providing basic facilities and amenities to workers and ensures security, welfare and safety. Even after the implementation of the Act, there are instances of complaints and serious allegations are levelled against the employers for not adhering to the provisions of the Act. There are complaints regarding providing low wages, pitiable working conditions, low job security and serious discriminations. The Units can ensure smooth functioning only if these complaints are solved properly in time.
